Abstract
regulates the framework for promoting the use of renewable energy in a sustainable manner, regulates the planning and encouragement of the production and consumption of electricity produced in production facilities that use renewable energy sources and high-efficiency cogeneration, determines the measures of encouragement for the production of electricity using renewable sources energy and high-efficiency cogeneration, the implementation of the system for encouraging the production of electricity from renewable energy sources and high-efficiency cogeneration, as well as financial support for electricity produced from renewable energy sources and high-efficiency cogeneration for own needs, is regulated, rules on administrative procedures and information and training are prescribed through new educational programs and retraining programs, regulates the maintenance of the register of renewable energy sources and high-efficiency cogeneration for projects, project holders and privileged producers of electricity from renewable energy sources and high-efficiency cogeneration, regulates the issue of the guarantee of origin of renewable energy, regulates the issue of international cooperation in the field of renewable energy sources, as well as criteria for sustainability reduction of greenhouse gas emissions, and regulates other issues of importance for the use of renewable energy sources and high-efficiency cogeneration. This Law also regulates the acquisition of the status of privileged energy producer for production plants that use any of the primary forms of renewable energy sources in the Republic of Croatia and/or high-efficiency cogeneration. The use of renewable energy sources and high-efficiency cogeneration is of interest to the Republic of Croatia. The purpose of this Law is to promote the production of electricity and heat from renewable energy sources and high-efficiency cogeneration, to promote the production of electricity and heat from renewable energy sources and high-efficiency cogeneration at the point of consumption, to increase the shares in the total final consumption of energy produced from renewable energy sources by using incentive mechanisms and the regulatory framework for the use of renewable energy sources and high-efficiency cogeneration, and to fulfill the goals of the Republic of Croatia and contribute to the goals of the European Union in accordance with the international obligations of the European Union for decarbonization. This Law incorporates into Croatian legislation certain thematic EU legislative documents (as specified in article 3).
This text is divided into fourteen main thematic Chapters and a total of 67 articles. Titles of Chapters are as follows: I. General provisions; II. Integrated national energy and climate plan for the Republic of Croatia, national goal for use of energy from renewable energy sources, report on progress in promoting and using energy from renewable; III. Measures to encourage renewable energy sources and high-efficiency cogeneration; IV. Administrative procedures and information; V. Register of renewable energy sources and cogeneration and preferred producers; VI. Status of preferred electricity producer; VII. Collection and calculation of funds for payment of incentives; VIII. Purchasing electricity from end customers with their own production or users of self-supply plants; IX. Incorporating renewable energy for heating and cooling and central heating and cooling; X. Demonstration projects and programs for achieving sectoral goals; XI. Eco balance group; XII. Administrative and inspection supervision; XIII. Offense provisions; XIV. Transitional and final provisions.
The Annex is also part of this text (request for registration of the constructed facility for the production of electricity from renewable energy sources and high-efficiency cogeneration into the designated register).
