Abstract
This Law regulates the organization of the State Inspectorate, management, conditions for performing inspection tasks within the scope of the State Inspectorate, the duties and powers of inspectors for the purpose of protecting the public interest and public health interest in the implementation of necessary regulations, and application of related penalties. The text is divided into five main Parts, and 138 articles. Titles of main Parts are as follows: (I) Introductory provisions; (II) Scope, management and internal conditions and manner for conducting inspection operations; (III) Duties and authorities of inspectors; (IV) Offense provisions; and (V) Transitional and final provisions.
The State Inspectorate shall carry out inspection tasks in the field of: trade, services, consumer protection, safety of non-food products; food, including genetically modified food and novel foods, genetically modified organisms (GMOs), the prevention and control of infectious diseases, the production and the placing on the market of articles of general use, the placing on the market and use of biocidal products, noise protection and protection against non-ionizing radiation, limiting the use of tobacco and related products, production, placing on the market and use of hazardous chemicals, and the management of toxic chemicals; veterinary and food safety, including the protection of animal health and welfare, reproduction, keeping, breeding of animals, transport and labeling of animals, food and feed, veterinary medicinal products, animal by-products and veterinary environmental protection; agriculture, hunting, forestry, plant health, plant protection products, sustainable use of pesticides and pesticide residues; seeds and planting material of agricultural plants, forest reproductive material, preventing the introduction and spread of alien and invasive alien species and management; catering, catering services, tourism services, tourist or tourist tax; mining, pressure equipment, energy (electricity, heat and gas, energy efficiency, hydrocarbons and geothermal waters for energy purposes, natural gas storage and the permanent disposal of carbon dioxide); occupational safety and health; construction, implementation of professional supervision of construction, maintenance and use of buildings; environmental protection, sustainable waste management, air protection, protection against light pollution, nature protection, water management and water for human consumption. The State Inspectorate shall also perform inspection tasks in other administrative areas when specified by a special law.
