Abstract
This Regulation regulates the activities that may cause emissions that are identified as effective soil, air, water and sea pollution (by setting the necessary requirement and criteria for issuing environmental permits, the manner of submitting emission monitoring data to the environmental constituents, the conditions for the establishment of new installations or the modification and supplementing the environmental protection techniques specified in the permit, exemptions from the application of reference documents for the best available techniques).
This Regulation also establishes the method of determining the emission limit values, the method of applying equivalent parameters and other technical measures and the exemption from the application of equivalent parameters and other technical measures, also by determining the correct process of monitoring and industrial emissions control, in according to the requirements of the best available techniques principle.
This Regulation is further in accordance with the Directive 2010/75/EU of the European Parliament and of the Council of 24 November 2010 on industrial emissions (Integrated Pollution Prevention and Control, text with EEA relevance); and Directive 2003/35/EC of the European Parliament and of the Council of 26 May 2003 on the securing of public participation in the preparation of certain plans and programs related to the environment and amending Council Directives 85/337/EEC and 96/61 (on public participation and access to justice).
