Abstract
This Law sets the environmental protection principles within the concept of sustainable development, protection of environmental components and protection against environmental burdening, defines the competent institutions and actors in environmental protection related affairs, set effective sustainable development and environmental protection administrative requirements and processes, environmental protection instruments, environmental monitoring, information system, ensuring access to environmental information and public participation in environmental matters, access to justice, liability for damage, financing and instruments of general environmental policy, administrative and inspection supervision, and many other related issues.
This Law is also in accordance with many European Union and European Council Regulations and Directives as follows: Directive 2011/92/EU of the European Parliament and of the Council of 13 December 2011 on the assessment of the effects of certain public and private projects on the environment (codification); Directive 2003/35/EC of the European Parliament and of the Council of 26 May 2003 providing for public participation in respect of the drawing up of certain plans and programmes related to the environment and amending with regard to public participation and access to justice Council Directives 85/337/EEC and 96/61/EC; Directive 2001/42/EC of the European Parliament and of the Council of 27 June 2001 on the assessment of the effects of certain plans and programmes on the environment; Directive 2010/75/EU of the European Parliament and of the Council of 24 November 2010 on industrial emissions (integrated pollution prevention and control); Council Directive 96/82/EC of 9 December 1996 on the control of major-accident hazards involving dangerous substances (SEVESO II); Directive 2003/105/EC of the European Parliament and of the Council of 16 December 2003 amending Council Directive 96/82/EC of 9 December 1996 on the control of major accident hazards involving dangerous substances; Directive 2003/4/EC of the European Parliament and of the Council of 28 January 2003 on public access to environmental information and repealing Council Directive 90/313/EEC; Directive 2004/35/EC of the European Parliament and of the Council of 21 April 2004 on environmental liability with regard to the prevention and remedying of environmental damage; Directive 2008/56/EC of the European Parliament and of the Council of 17 June 2008 establishing a framework for community action in the field of marine environmental policy (Marine Strategy Framework Directive); Commission Directive 2001/116/EC of 20 December 2001 adapting to technical progress Council Directive 70/156/EEC on the approximation of the Laws of the Member States related to the type-approval of motor vehicles and their trailers (Text with EEA relevance); Directive 1999/94/EC of the European Parliament and of the Council of 13 December 1999 related to the availability of consumer information on fuel economy and CO2 emissions in respect of the marketing of new passenger cars;
This Law further Act regulates the framework for enforcement of the following European Union Acts: Regulation (EC) No 66/2010 of the European Parliament and of the Council of 25 November 2009 on the EU Ecolabel; Regulation (EC) No 1221/2009 of the European Parliament and of the Council of 25 November 2009 on the voluntary participation by organizations in a Community eco-management and audit scheme (EMAS) repealing Regulation (EC) No 761/2001 and Commission Decisions 2001/681/EC and 2006/193/EC; Regulation (EC) No. 166/2006 of the European Parliament and of the Council concerning the establishment of a European Pollutant Release and Transfer Register and amending Council Directives 91/689/EEC and 96/61/EC; and Regulation (EC) No 401/2009 of the European Parliament and of the Council of 23 April 2009 on the European Environment Agency and the European Environment Information and Observation Network (Codified version).
The Law is divided into XV Chapters and 279 articles, including the offences and related penalties.

Entry into force notes
This Law enters into force on the eighth day after the day of its publication in the Official Gazette, except for the provisions of articles 210, 211, 212, 215, 216 and 217, which shall enter into force on the date of accession of the Republic of Croatia to the European Union.
