Regulation on the implementation of direct support to agriculture and IAKS rural development measures for 2023.

This Regulation, based on the provisions of the Croatian Law on agriculture, prescribes the implementation of interventions of production-unrelated direct payments and production-related direct payments from the Strategic Plan of the Common Agricultural Policy of the Republic of Croatia for the period from the year 2023 until the year 2027. The implementation of relevant interventions and measures shall be determined in accordance with the European Union regulations as specified in article 2.
Interventions of production-unrelated direct payments from the Strategic Plan are (listed among related codes and denominations as stated in above mentioned Plan): 21.01. Basic income support for sustainability; 26.01. Additional redistributed income support for sustainability; 30.01. Additional income support for young farmers; 31.01. Intensified diversity of agricultural land (Eco scheme); 31.02. Extensive pasture management (Eco scheme); 31.03. Intensive maintenance of ecologically significant areas (Eco Scheme); 31.04. Use of manure on arable land (Eco scheme); 31.05. Minimum share of legumes of 20% within agricultural areas (Eco scheme); 31.06. Conservation agriculture (Eco scheme); 31.07. Preservation of grasslands of great natural value (Eco scheme); Interventions of production-related direct payments from the Strategic Plan are: 32.01. Cows in milk production, including sub-interventions: 32.01.01. Cows in milk production, 32.01.02. Primitives, 32.02. Cattle fattening, 32.03. Lactating cows, 32.04. Sheep and goats, 32.05. Vegetables, 32.06. Fruit, 32.07. Sugar beet, 32.08. Protein forage crops, 32.09. Seed, 32.09.01. Seeds - corn (excluding confectionary sunflower seeds), 32.09.02. Seeds - fodder plants, 32.09.03. Seeds - vegetables (including potatoes), 32.09.04. Seeds - oilseeds and cotton plants (except soybeans and confectionary sunflowers). IAKS rural development measures from the Strategic Plan are: 70.01. Reducing the use of protective agents in perennial plantations: 70.01.01. Using pheromone, visual and feeding traps, 70.01.02. Pest management methods in perennial plantations, 70.01.03. Mechanical destruction of weeds within rows of perennial plantations, 70.02. Preservation of biodiversity and the environment on permanent grasslands and arable land: 70.02.01. Protection of the mowing bird (Crex crex), 70.02.02. Protection of butterflies on permanent lawns, 70.02.03. Establishment of field strips (Establishment of a flower strip and Establishment of a grass strip), 70.03. Preservation of endangered original breeds of domestic animals, 70.04. Organic farming: Transition to ecological farming: arable land, perennial plantations (walnuts and hazelnuts, olives and vines, other fruit species), permanent lawns and vegetables, - Maintenance of ecological farming: arable land, perennial plantations (walnuts and hazelnuts, olives and vines, other fruit species), permanent lawns and vegetables; 70.06. Animal welfare payments: - Animal welfare in cattle farming: dairy cows, fattening beef, breeding heifers, calves, - Animal welfare in pig farming: weaned piglets, sows/gilts, pigs for fattening, - Welfare of animals in poultry: broilers, layers, turkeys, - Animal welfare in goat farming, - Welfare of animals in sheep farming; 70.07. Preservation of landscape features: 70.07.01. Preservation of drywall, 70.07.02. Preservation of hedges; 70.08. Preservation of extensive orchards and olive groves: 70.08.01. Preservation of extensive orchards, 70.08.02. Preservation of extensive olive groves, 71.01. Payments for areas with natural and other restrictions: 71.01.01. Payments in mountainous areas (GPP), 71.01.02. Payments in areas with significant natural constraints (ZPP), 71.01.03. Payments in areas with special restrictions (PPO); State aid measures for extremely sensitive sectors are: support measure for breeding dairy cows, support measure for the breeding of breeding sows, support measure for tobacco production, support measure for olive oil, - support measure for the preservation of domestic and domesticated varieties of agricultural plants. IAKS measures of rural development from the Rural Development Program of the Republic of Croatia for the period 2014-2020 for which the multi-year commitment has not been completed are: Measure 10 Agriculture, environment and climate change, sub-measure 10.1. Payments of obligations related to agriculture, environment and climate change, including types of operation: 10.1.1. Tillage and sowing on sloping ground for arable annual crops, 10.1.2. Weeding of permanent plantations, 10.1.3. Preservation of grasslands of great natural value, 10.1.4. Pilot measure for the protection of the common grebe (Crex crex), 10.1.5. Pilot measures for the protection of butterflies, 10.1.6. Establishment of field strips, 10.1.7. Maintenance of extensive orchards, 10.1.8. Maintenance of extensive olive groves, 10.1.9. Preservation of endangered original and protected breeds of domestic animals, 10.1.10. Drywall maintenance, 10.1.11. Maintenance of hedges, 10.1.12. Using pheromone, visual and feeding traps, 10.1.13. Pest confusion method in perennial plantations, 10.1.14. Improved maintenance of inter-row space in perennial plantations, 10.1.15. Application of organic fertilizers in perennial plantations, 10.1.16. Mechanical destruction of weeds within rows of perennial plantations. Measure 11 Organic farming, sub-measures: 11.1. Payments for the transition to organic farming practices and methods, 11.2. Payments for the maintenance of ecological agricultural practices and methods.
