Abstract
This Regulation hereby stipulates the species of ornamental plants which may be certified and the conditions for certification of agricultural propagating material of ornamental plants; further defining various necessary conditions concerning ornamental plants, in particular way its origin, authenticity of the variety and ground as well as vegetative development and plant health; the conditions for production of agricultural propagating material; the conditions and procedure of official supervision and supervision under official control; the conditions for authorizing persons to perform such supervision/inspection; the conditions which must be met by suppliers of agricultural propagating material; the supervision of laboratories; the content, form and manner of keeping records of planting material certificates that were issued; the manner and conditions for carrying out additional inspections of certain plant species; the manner and conditions for packing, sealing and labelling of agricultural propagating material; the conditions for retail and wholesale of agricultural propagating material; the documents that must accompany and/or be present on the packaging of agricultural propagating material when imported; and the conditions concerning the import and marketing of agricultural propagating material with regard to packing, sealing and labelling as well as the manner of keeping records on imports.
