Abstract
This Regulation defines the necessary procedure of registration of farmers who are engaged in primary production of feed including operators who perform the activities of primary production in aquaculture; procedure of registration of farmers in addition to the activities of primary production of feed during the physical processing of feed materials (method of artificial drying in a dryer on the farm); procedure of registration of farmers that use animal feed on the farm including the materials of animal origin and compound feed containing the same (also for aquaculture); method of keeping the Register of primary producers of animal feed; method of keeping the Register of farmers on that have driers for drying fodder (artificial); method of keeping the Register of authorized farmers which use animal fodder or feed mixtures containing animal originating materials.
This text transposes and respects the provisions contained in the following documents: Regulation (EC) No. 183/2005 of the European Parliament and of the Council of 12 January 2005 determining the requirements regarding the hygiene of feed, and its amending Commission Regulation (EU) 2015/1905 of 22 October 2015 (testing for dioxin oils, fats and products derived therefrom); Commission Regulation (EU) no. 142/2011 of 25 February 2011 on the implementation of Regulation (EC) No. 1069/2009 of the European Parliament and of the Council laying down the health rules for animal by-products and products derived therefrom not intended for human consumption and its implementing Council Directive 97/78/EC as regards certain samples and items that are exempt from veterinary checks at the border (including its amending Commission Regulation (EU) 2015/9 of 6 January 2015, and amending Regulation (EU) no. 142/2011; and Regulation (EC) No. 999/2001 of the European Parliament and of the Council of 22 May 2001 laying down the rules for the prevention, control and eradication of transmissible spongiform encephalopathies, including its amending Commission Regulation (EU) 2016/27 of 13 January 2016.
The Annex is an integral part of this Regulation.
