Abstract
This Law regulates the area of animal health protection, implementation of veterinary public health measures, improvement of animal reproduction, veterinary protection of the environment, official controls and inspection supervision in the veterinary field. This Law further sets the terms for organization and implementation of animal health and welfare measures and the implementation of veterinary public health measures (also offences and consequential penalties, Chapter VI; all penalty provisions based on Community Regulations). Animals in terms of this text are animals from the equine family (horses, donkeys, mules, mules, etc.), animals from families of ungulates (cattle, sheep, goats, pigs, etc.), poultry, chickens, turkeys, geese, ducks and others birds reared or kept for the production of meat, hatching or table eggs and other products and wild birds for breeding and production), ornamental, foreign and wild birds and mammals, dogs, cats, rabbits, bees, mulberry silkworms, pollinating insects and other arthropods, fish, crabs, frogs, snails, other molluscs, bivalve molluscs, sea urchins, turtles and other reptiles, molluscs, game, animals intended for experiments and as reproductive material.
This Law also provides for the implementation of the following Regulations of the European Union: Commission Regulation (EC) No 494/98 of 27 February 1998 laying down detailed rules for the implementation of Council Regulation (EC) No 820/97 as regards the application of minimum administrative sanctions in the framework of the system for the identification and registration of bovine animals ; Regulation (EC) No 1760/2000 of the European Parliament and of the Council of 17 July 2000 establishing a system for the identification and registration of bovine animals and regarding the labelling of beef and beef products and repealing Council Regulation (EC) No 820/97 (in the part relating to the identification and registration of bovine animals and the mandatory labelling of beef and beef products); Regulation (EC) No 999/2001 of the European Parliament and of the Council of 22 May 2001 laying down rules for the prevention, control and eradication of certain transmissible spongiform encephalopathies; Regulation (EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food Law, establishing the European Food Safety Authority and laying down procedures in matters of food safety (in the part relating to the foodstuffs provided for in this Law and food safety); Regulation (EC) No 998/2003 of the European Parliament and of the Council of 26 May 2003 on the animal health requirements applicable to the non-commercial movement of pet animals and amending Council Directive 92/65/EEC; Commission Regulation (EC) No 1082/2003 of 23 June 2003 laying down detailed rules for the implementation of Regulation (EC) No 1760/2000 of the European Parliament and of the Council as regards the minimum level of controls to be carried out in the framework of the system for the identification and registration of bovine animals; Regulation (EC) No 1831/2003 of the European Parliament and of the Council of 22 September 2003 on additives for use in animal nutrition; Regulation (EC) No 2160/2003 of the European Parliament and of the Council of 17 November 2003 on the control of salmonella and other specified food-borne zoonotic agents; Council Regulation (EC) No 21/2004 of 17 December 2003 establishing a system for the identification and registration of ovine and caprine animals and amending Regulation (EC) No 1782/2003 and Directives 92/102/EEC and 64/432/EEC; Commission Regulation (EC) No 136/2004 of 22 January 2004 laying down procedures for veterinary checks at Community border inspection posts on products imported from third/foreign countries; Commission Regulation (EC) No 282/2004 of 18 February 2004 introducing a document for the declaration of, and veterinary checks on, animals from third countries entering the Community; Commission Regulation (EC) No 599/2004 of 30 March 2004 concerning the adoption of a harmonized model certificate and inspection report linked to intra-Community trade in animals and products of animal origin; Regulation (EC) No 852/2004 of the European Parliament and of the Council of 29 April 2004 on the hygiene of foodstuffs (in the part relating to the foodstuffs provided for in this Law); Regulation (EC) No 853/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific hygiene rules for food of animal origin; Regulation (EC) No 854/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific rules for the organization of official controls on products of animal origin intended for human consumption; Regulation (EC) No 882/2004 of the European Parliament and of the Council of 29 April 2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules; and several other as listed in the tex (see article 2).

This Law enters into force on the day after its publication in the Official Gazette.
Notes
Article 2 (paragraph 1, items 4, 7, 14, 18, 22, 24 and 29) is repealed by the Law on Food (Official Gazette 18/2023); among titles of articles 94, 95, 96, 97, 171, 172 and 173 that are cancelled.
