Abstract
This Law defines the objectives and measures of agricultural policy; direct aid principles in the agricultural sector on the territory of the Republic of Croatia; the rules related to the common organization of the markets of agricultural products; the information and promotion rules on spirit drinks; the data collection provisions and reporting on prices of agricultural products; state aid provisions; sale of own agricultural products and additional activities; quality standards for food and feed; food and feed safety issues in agriculture; environmental and integrated production systems; recognition of natural mineral and natural spring waters; public services in the fields of agriculture, research, education and development of professional jobs, databases; conditions for the production and marketing of flour; the system of agricultural data accounting; administrative control and control on the field; and the monitoring and adoption of several international standards and principles as listed in the article 2.
In order to achieve sustainable development of agriculture and its economic, environmental and social roles, objectives here stipulated are related to the: promotion of the competitiveness of agriculture, among other things, through multi-purpose and technologically innovative production adaptable to climate change and technological modernization of the food-industry; ensure the sustainable management of natural resources and actions against climate change with the implementation of the principles of environmental protection and nature and genetic resources conservation; achievement of a balanced territorial development of rural economies and communities, including the creation and retention of jobs. The measures of agricultural policy that are contained inside this text are the following: rural development measures; financing of agricultural activities; direct state support; measures and policies related to the common organization of the markets in agricultural products; measures of land policy; other measures aimed to achieve the objectives of agricultural development.
The Law is divided into 18 Chapters and 190 articles. The Chapters are : General provisions (I); Rural development measures (II); Direct support (III); Common organization of agricultural markets (IV); Information and promotion (V); Rules on spirit drinks (VI); State support (VII); Sale of own agricultural products and additional activities (VIII); Quality standards for food and feed (IX); Ecological and integrated production (X); System of quality in agricultural and food and recognition of natural mineral water and natural spring waters (XI); Public services in the field of agriculture (XII); Research, education and development-technical jobs (XIII); Database (XIV); Administrative control and control on field (XV); Administrative and inspection supervisions (XVI); Penalty measures (XVII); Transitional and final provisions (XVIII).
