Abstract
This Regulation provides measure and procedures for a gradual reduction and elimination of consumption of controlled substances, and new emission reduction of fluorinated greenhouse gases, the list of substances to be considered under this Regulation, the handling of such substances, the handling of products and equipment containing these substances or their dependents, the handling of such substances after cessation of use, methods of collection, recovery, recycling and destruction of these substances, import, export, marketing and use of products and equipment that contain these substances.
This Regulation further prescribes the method for determining the annual import quota of controlled substances, the amount of the fee necessary to cover the cost of collection, recovery, recycling and destruction of such substances.
The Annex is an integral part of this Regulation.

Entry into force notes
This Regulation enters into force on the day of its publication in the Official Gazette, except for the provisions of article 6 paragraph 3, article 10 paragraph 3, article 11 paragraph 4, article 13 paragraph 4, article 14 paragraph 3 and article 36 which shall enter into force on the day of Croatian accession to the European Union.
