Abstract
This Law establishes the authority and related responsibility in order to provide safe, sustainable and correct protection measures necessary for the air protection, considering the ozone layer as an essential part of it, including climate change mitigation and adaptation to climate changes, planning documents, monitoring and evaluation of air quality and of measures for the prevention and reduction of air pollution, air quality reporting and data exchange, monitoring over emissions of substances that deplete the ozone layer and fluorinated greenhouse gases, monitoring over greenhouse gas emissions.
This Law further provides all standards and procedures related to the financing, to the ozone layer, climate change mitigation and adaptation to climate change, monitoring and inspection, offences and penalties.
This Law is divide into 15 Chapter and 159 articles.

Entry into force notes
This Law enters into force on the day of its publication in the Official Gazette, except for the provisions of articles 104 paragraph 1 and 3, article 105 paragraph 1 and article 106 that will enter into force on 1 January 2013.
Notes
The provisions of article 44 paragraph 3, article 46 paragraphs 2, 3, 8 and 9, article 48 paragraphs 1, 2 and 3, article 50 paragraph 5, article 79, 80, article 99 paragraph 1 and article 101 paragraph 3 of this Law shall come into force on the day of Croatian accession to the European Union and the provisions of articles 96, 97 and article 104 paragraph 2, article 105 paragraph 2 and article 107 and 108 paragraph 2 will finally enter into force on 1 January 2014.
