Abstract
This Regulation prescribes full methods for the correct and sustainable trading with greenhouse gas emission units, and defines the activities and greenhouse gases which have to be considered under this Regulation.
This Regulation further establishes the obligations of and duties when obtaining permits for greenhouse gas emissions and its related activities, Clean Development Mechanism and joint Implementation, the method of monitoring and reporting, benchmarks for monitoring over the official reports and emission data, the method for the data delivery to relevant bodies of the European Union and methods of public participation.
The Annex is an integral part of this Regulation.

Entry into force notes
This Regulation enters into force on the day of its publication in the Official Gazette, except for the provisions of articles 10, 11, 14 and 15 which shall enter into force on 1 January 2013. The provisions of article 20 will enter into force on the day of Croatian accession to the European Union.
