Abstract
The purpose of this Act is to create the conditions for Hungary to mitigate climate change caused by human activity by reducing greenhouse gas emission through the participation in the scheme for greenhouse gas emission allowance trading adopted in the European Union. Activities and greenhouse gases falling under this Act are listed in Annex 1. Title 3 contains rules regarding the emission permit and the monitoring plan. Title 4 concerns monitoring, reporting and verification of reports submitted by operators. Title 5 provides for recording, validity and cancellation of greenhouse gas emission allowances. Titles 6 and 6/A regard, respectively, the allocation of emission allowances and the one-time allocation of emission allowances for electric energy producers. Title 7 contains provisions regarding the allocation of aviation allowances for aircraft operators. Title 8 deals with the return of emission allowances. Title 9 concerns selling and tradability of allowances. Title 10 regards the use of emission reduction units and certified emission reductions in the third trading period. Title 11 rules the registry system. Title 12 regards the accessibility of information regarding greenhouse gas emission allowance trading. Title 13 contains sanctions. Titles 14 provides for the surveillance fee. Title 15 concerns reporting activity. Title 16 regards the participation in the EU s effort to cut its greenhouse gas emission until 2020. Title 17 contains final provisions.
