Abstract
This Decree shall apply to activities such as collection, transport, pre-treatment, storage, utilization and neutralization of urban wastes (both solid and liquid wastes), and running of urban waste treatment plants. The Decree contains general rules on waste treatment. Treatment of wastes must be authorized by the environmental protection authority. The authorization and inspection of waste treatment are ruled as well. There are provisions regarding the supervision of the activity of existing waste neutralization plants.
