Decree No. 49 of 1997 of the Ministry of Agriculture determining the duties and competencies of the National Institute for Agricultural Quality Control.

Duties of government, administration and organization of plant production, stockbreeding and feeding of animals are carried out by the National Institute for Agricultural Quality Control. Among others, the Institute acts as breeding authority (recognizes new breeds, operates the stockbreeding data base, carries out assessments, performance tests of animals, manages gene banks of indigenous and protected animal species, establishes and operates the uniform identification and registration system of animals, etc.), and as plant production authority (recognizes new plant varieties, controls seeds and planting material production and distribution).
