Abstract
The purpose of this Decree is to develop production structure that are suitable to the given production site and to develop environmentally conscious farming and sustainable agricultural practices. In this context, other objectives of this Decree are: improving environmental quality, high quality food production, support farms and improve their economic efficiency through the reimbursement of extra costs and lost income due to the obligations undertaken for the implementation of the measures and programs defined by this Decree. Article 3 lists the agricultural environmental management measures that can be supported. Terms of application for support under this Decree are set in Articles 4-6. The eligible areas and other criteria for eligibility are also laid down in Articles 7-10. General rules and special rules of undertaking obligations are provided in Articles 11-17. According to Article 18, the entitled farmers must keep an up-to-date register concerning their activity a sample of which is shown in Annex 21. The monitoring system is dealt with in Article 19. Transfer of obligations undertaken may be done in conformity with rules defined in Articles 23-25. Rules of withdrawal of areas from the programs are set in Articles 26-27. Rules regarding the scale and the determination of payments are provided in Articles 29-30. Provisions regarding the presentation of application for support, rules of proceeding and payment are contained in Articles 31-44. Control of the implementation of obligations undertaken is ruled in Articles 45-47. Sanctions are foreseen by Articles 48-56. Chapter II (Articles 58-78.) lays down detailed rules of application of each support.
