Decree No. 78 of 1997 of the Ministry of Agriculture implementing Law No. XLI of 1997 on fishing.

The provisions of this Decree regulates in detail the fishing activity in mining lakes, backwaters and reservoirs, with special regard to fishing rights, exploitation by leaseholders, fishing permits, fishing book, repopulation, reporting of data, the guard service, fishing gears, etc. The National Fishing Archive, established by the Principal Law, is maintained and operated by the Minister through the Fish Breeding Research Institute. This Decree determines also certain question of territorial competency of the fishing authority. Subsidies, for the activities listed in Article 52 (1, a-f) of the Principal Law, may be granted by the Minister through an annual public application procedure. The Minister decides taking into account the opinion of the National Fisheries Board. The fishing book must contain the data specified in Annex 5. Annex 9 determines the minimum size of certain species.
