Abstract
This Decree applies to the packaging of goods marketed in Hungary and to packaging waste, to entities producing or dealing with packaging materials and packaging material wastes. Articles 3-5 and Annexes 1 and 2 contain requisites and standards regarding the production and marking of packaging materials. Rules regarding the treatment of packaging material wastes are set out in Articles 6-7 (recycling, reuse). Entities dealing with packaging materials or wastes must be registered with the Environmental and Nature Protection Authority according to the rules contained in Articles 8-10, and Annex 3. Producers and traders can create a coordinating organism that fulfils their obligations regarding the treatment of packaging material wastes against payment of a fee on contractual terms. The determination of the fee is regulated in Article 11. An information system, containing data regarding packaging materials and wastes, their producers and users, is established by this Decree (Article 12). Authorities which are involved in inspection are the consumer protection authority and the health authority.
