Abstract
This Government Regulation, implementing provisions of the Law no. 25 of 2004 on the National Development Planning System, defines terms relating to national planning, such as planning itself, national development, long-term, medium-term, and annual development plans, and the roles of ministries and agencies. The Regulation specifies the phases of the process for preparing long-term (20 years), medium-term (5 years), and annual national development plans, strengthening ministerial roles in drafting and coordinating plans, and involving public and civil society to ensure participatory planning. The Regulation also serves as guidelines for development policy at all governmental levels, ensuring consistency with national priorities and legal mandates.
