Regulation of the Minister of Forestry Number 18 of 2025 concerning the Strategic Plan of the Ministry of Forestry for 2025-2029.

This Ministerial Regulation, in order to implement the provisions of Article 19 paragraph (2) of Law Number 25 of 2004 concerning the National Development Planning System, Article 17 paragraph (3) of Government Regulation Number 40 of 2006 concerning Procedures for Compiling National Development Plans, and Article 19 paragraph (1) of Presidential Regulation Number 80 of 2025 concerning Compilation of Strategic Plans and Work Plans of Ministries, concerns the Strategic Plan of the Ministry of Forestry for 2025-2029. The attached Strategic Plan details the regulatory framework, institutional structure, performance targets, and planned regulatory updates to support sustainable forestry management and conservation in Indonesia, in compliance with sustainable development goals. Particularly, the Strategic Plan functions as a strategic roadmap aligning Indonesia's forestry management with national and international obligations on biodiversity, ecosystem conservation, and climate change mitigation. The Strategic Plan also concerns the modernisation of forestry legal framework, with a focus on institutional strengthening, enhanced transparency, and performance accountability through legally established indicators for the 2025-2029 period.
The Strategic Plan covers the following matters: revisions to the types and tariffs of non-tax state revenue related to forestry; strengthening implementation of conservation areas; protection and sustainable use of plant and animal species; mechanisms for Law enforcement; increasing participation mechanisms for local communities in conservation efforts; establishing clear legal frameworks for various operational areas including bioprospecting, ecosystem restoration, and sustainable management of forest resources; reorganisation of Ministry's structure, with multiple directorates responsible for specific forestry and conservation tasks, such as ecosystem conservation, watershed management, social forestry; enhancing regional coordination between central and provincial units through coordinators to ensure policies are adapted to local conditions; strengthening digitalisation and improved data integration to enhance policy monitoring and accountability. The Strategic Plan defines clear objectives and targets, including: reducing greenhouse gas emissions from forestry, lowering deforestation rates, improving biodiversity protection status, and increasing sustainable economic benefits from forest products and ecosystems; increasing sustainable non-timber forest products production, improving community income from forest management, strengthening fire prevention measures, preventing illegal activities, improving mechanisms for risk mitigation related to enforcement strategies.
