Abstract
This Regulation provides for the management of groundwater which shall include the planning, execution, monitoring and evaluation of activities for the conservation and control of groundwater destructive power. These activities aim at the preservation and continuity of the availability and use of groundwater and at the realization of a balance between the conservation and utilization of groundwater.
The management of groundwater shall be based on groundwater basins which must meet the following criteria: have a hydro-geological border controlled by geological conditions or ground water hydraulic conditions; have a recharge area and groundwater release area in one groundwater formation system; and possess an aquifer system unity.
The Regulation further provides for: Groundwater Management Plans, which contain data and information of groundwater used for the stipulation of groundwater conservation zones where activities on the protection and preservation of groundwater and on the control of groundwater contamination are carried out; requirements and procedures for obtaining groundwater use permits or groundwater exploitation permits; groundwater information systems for the storage, processing and dissemination of groundwater data and information to support groundwater management; empowerment, control and supervision on the management of groundwater; administrative sanctions; etc.
