Abstract
These Regulations give effect to Community legislation on the harmonization of the Laws, Regulations and administrative provisions of the Member States relating to port state control.
The control shall be carried out, among other things, on standards for the prevention of pollution by ships. The Regulations provide for the appropriate Irish maritime administration to carry out the Inspection procedures referred to in Council Directive No. 95/21 and empower the Minister to order the detention of ships found to have deficiencies which are clearly hazardous to safety and health of persons or the environment. The Regulations also provide for appeal against a detention decision.
