Abstract
These Regulations provide provisional emergency phytosanitary measures to prevent the introduction into and the spread within the European Community of the disease Ralstonia solanacearum (Smith) Yabuuchi et al. (brown rot) affecting potatoes.
The Regulations define the disease as a harmful organism and prohibit the introduction of a harmful organism into Ireland. Only tubers from pest-free areas (as defined in a specified FAO standard) shall be allowed to be imported from Egypt. These tubers shall be inspected and declared to be free from the harmful organism. The Regulations further define other prohibits in respect of the harmful organism, provide for the appointment of authorized officers for purposes of these Regulations and define functions of authorized officers.
