Abstract
These Regulations implement the provisions of European Community Council Directives 98/95/EC and 98/96/EC, with particular reference to the consolidation of the internal market for seed potatoes, and consolidate and update existing seed potato legislation. The Minister, or any person or body authorised by the Minister for the purpose, shall be the certifying authority for the State for the purpose of these Regulations and the Minister may from time to time make a seed potato certification scheme for the purposes of these Regulations. The certification of basic seed potatoes within the State shall be carried out by the certifying authority in accordance with any seed potato certification scheme made by the Minister under these Regulations.
