Abstract
These Regulations provide for offences and penalties, as well as powers of inspection, as required by Regulation (EU) 2015/757 of the European Parliament and of the Council on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport. Regulation (EU) 2015/757 sets out rules for the monitoring, reporting and verification of carbon dioxide emissions from ships arriving at, within or departing from ports under the jurisdiction of an EU Member State. The Marine Survey Office is designated as the competent authority in the State for the purposes of Regulation 2015/757 and these Regulations and the Irish National Accreditation Board is designated as the national accreditation body in the State for the purposes of Regulation 2015/757. An inspector may do all such things as he or she considers necessary for the purpose of ensuring compliance with Regulation 2015/757 and these Regulations. Where a ship fails to comply with the monitoring and reporting requirements in the circumstances set out in Article 20(3) of Regulation 2015/757, the competent authority may serve an order (in this Regulation referred to as an “expulsion order”) on the owner or master of the ship.
