Abstract
These Regulations provide rules for the placing on the market of cereal seed. A person shall not place cereal seed on the market unless it is certified in accordance with Council Directive No. 66/402/EEC as amended last by Commission Implementing Directive 2012/37/EU. Cereal seed means a seed of a cereal listed at point A of Article 2.1 of the Directive. A person may place on the market bred seed of generations prior to basic seed and seed grown and marketed for processing provided that the identity of the seed is ensured but shall do so in accordance with Article 14a of the Directive. The Minister may authorise the official certification and placing on the market of cereal seed in accordance with Article 4 of the Directive. Where an authorised officer is of the opinion that a contravention of these Regulations may have taken place, may be taking place, or there is a risk to public health, s(he) may serve a compliance notice.
