Abstract
These Regulations give effect to EU legislation food for special medical purposes and foodstuffs intended for particular nutritional uses and lay down general compositional requirements and packaging and labelling requirements for such foods. They apply to the following foods— (1) infant formula and follow-on formula, (2) processed cereal-based food and baby food, (3) food for special medical purposes, and (4) total diet replacement for weight control. A food business operator who places on the retail market such food other than in the form of prepacked food, is guilty of an offence. the Regulations also prohibit adding a substance belonging to one of the specified categories if such substance is not included in the Union list, or the particular requirements set out in the Union list for the addition of that substance are not complied with. The Regulations also set out requirements on pesticides in food for special medical purposes developed to satisfy the nutritional requirements of infants and young children and provide for enforcement of these Regulations, of EU Regulation 609/2013 and EU Regulation 2016/128.
