Abstract
The Regulations give effect to the provisions of Council Directive No. 2008/72/EC, Commission Implementing Decision 2013/166/EU and Commission Implementing Directive 2013/45/EU on the marketing of vegetable propagating and planting material, other than seed. They prescribe minimum quality standards and controls on the marketing within the European Union of: (a) vegetable propagating and planting material listed in Annex II of the Directive, and (b) rootstocks and other parts of plants not listed in Annex II onto which vegetable propagating and planting material listed, is, or has to be grafted. A person placing on the market such vegetable propagating and planting material shall comply with the provisions of the Directive. A person wishing to: (a) supply vegetable propagating and planting material, or (b) provide laboratory facilities for the purposes of these Regulations shall apply to the Minister for approval. The Regulations also provide for appointment of authorised officers and define their functiions and powers. They may, among other things, issue compliance notices.
