Abstract
These Regulations, consisting of 7 articles, define air pollution concentration measurements (in micrograms per cubic meter or tons per square kilometer) and establish target, environmental, and alert values for various pollutants. Article 2 establishes that the presence of pollutants such as nitrogen dioxide, sulfur dioxide, carbon monoxide, fine particulate matter, and ozone is regulated based on maximum allowable concentrations over specified periods. Temporary exceedances of pollutant levels (e.g., for 24 hours) may not be considered violations if within permissible limits. Some exceedances (e.g., ozone over 8 hours) are permitted for up to four days per year. The Regulations outline the following special conditions (i) exceedances due to dust storms (natural meteorological events) may be exempt, up to 18 days per year; (ii) formaldehyde and benzene deviations, regulated with specific annual limits; (iii) peak ozone season (six months with the highest concentrations) is considered in compliance assessments. The annual average is calculated by excluding the 18 highest daily concentration values. Overlapping periods are allowed for warning values but not for target and/or environmental values. Authorities can prevent severe or unreasonable air pollution beyond these Regulations.
The Regulations introduce three schedules including (1) target values; (2) environmental values; (3) warning values. Each schedule lists pollutants in one column, with the corresponding average concentration and specified time period in the other two columns.
