Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021 (Act No. 29 of 2021).

This Act provides for the constitution of a commission for air quality management in National Capital Region and adjoining areas of the states of Haryana, Punjab, Rajasthan and Uttar Pradesh. Chapter II of the Act establishes the Commission for Air Quality Management in National Capital Region and Adjoining Areas (Commission). It contains the composition of the Commission and appointment of chairperson and other staff. The Commission shall have sub-committees in respect of monitoring and identification; safeguarding and enforcement; and research and development. Chapter III lays down the powers and functions of Commission including taking measures to abate air pollution and to regulate or prohibit activities that are likely to cause or increase air pollution; and laying down parameters for emission or discharge of environmental pollutants from various sources that have implications on air quality. The Commission may impose and collect environmental compensation from farmers causing air pollution by stubble burning, at such rate and in such manner, as may be prescribed.
