Abstract
These Rules are made in exercise of the powers conferred by sub-section (1) of section 4 of the Forest (Conservation) Act, 1980 (Act). Rule 3 provides for constitution of an Advisory Committee to advise in respect of certain matters mentioned therein, composition of the Committee, and related matters. Rule 6 forms the Regional Empowered Committee and Rule 8 provides for a Project Screening Committee in every State and Union Territory. Rule 9 lays down the procedure for prior approval of proposals by the central government and Rule 10 provides for prior approval of the central government for working plan. Rule 11 requires provision of land for Compensatory Afforestation i.e. afforestation done in lieu of the diversion of forest land for non-forest purpose under the Act.
