Abstract
In exercise of the powers conferred by sub-section (i) of section 4 of the Forest (Conservation) Act, 1980 (69 of 1980), the Central Government hereby makes the Rules to implement provisions of that Act relating to the composition of the Committee constituted under section 3 of the Act. Section 4 defines terms of appointment of non-official members and section 5 provides for the conduct of business of the Committee. Proposals for the use of forest land for non-forest purpose shall be submitted to the Central Government using the appropriate forms attached to these Rules. The Central Government shall refer every proposal to the Committee for its advice. The Committee shall have due regard to all or any of the matters specified in sub-rule 1 when tendering advice on the proposal.

Entry into force notes
The Act enters into force on the date of its publication in the Official Gazette.
Notes
The Rules of the Act shall extend to the whole of India except the State of Jammu and Kashmir.
