Abstract
This Instruction consisting of 5 articles aims at organizing the management of hazardous wastes, either by those who produce them, transport or treat them. Following the main ones. The producers have to: determine the types of waste, collect and storage them to be processed; obtain the environmental approvals; keep both paper and electronic records on the quantities and types of waste; keep a copy of the results of laboratory analysis of the waste; have transport documents if needed; follow the instructions for storage; set a contingency plan; and clean up empty containers after use (art.2).
The transporters have to: obtain a work permit from the Ministry of Environment; clean up any pollution caused during the transfer process; have the signed transport document of the product; provide information when reviewing the Ministry of Environment; provide all the records of the transport documents to the Ministry; wash and clean up the transport vehicles at the wash stations licensed from the Ministry of Environment (art.3).
Processing site operator has to: possess the Environmental Impact Assessment for the treatment site; not to accept any waste from a carrier without permit; keep records of operational processes at the site and provide them when requested; submit an annual report on the hazardous waste activities and the air quality data to the Ministry of Environment; set a contingency plan (art.4).
