Abstract
The Act consists of nine Titles dealing with the processing and marketing of cereals, farinaceous food, bread, pasta and yeast. Title I concerns in particular cereals. Grinding damaged cereals is forbidden by article 1. If damaged cereals as well as cereals which are not suitable for human consumption may not be used for cattle feeding, they can however be destined to industrial purposes other than grinding. Such industrial use shall be nevertheless subject to checks performed by the competent health authorities. Title II deals with farinaceous foods and specifies in particular the different types as well as the characteristics of wheat flour and durum wheat flour that may be produced for marketing purposes. Selling, using and holding for marketing purposes farinaceous foods that do not fulfill these requirements is prohibited. Flour, when placed on the market, must be contained in packages meeting the requirements established by article 13, which lays down as well labelling requirements. Title III concerns bread. Article 14, paragraph 2 sets out packaging and labelling rules regarding bread destined to final consumers. The substances listed out in article 20 may be used to process special bread. Bread may be sold to final consumers only upon the commerce licence required by article 24. Article 26 makes provision in matter of bread transport. Title IV regards pasta, specifying the different types and characteristics of pasta that may be produced for marketing purposes. Title V regulates the characteristics of yeast that may be used. Title VI regards the conditions of the premises. Title VII refers to sampling methods and checks. Samples shall be forwarded to the local hygiene laboratories. Title VIII lays down provisions in matter of inspection and penalties.
