Legislative Decree No. 155 of 2008 implementing Directive 2006/32/EC on energy end-use efficiency and energy services and repeal of Directive 93/76/EEC.

The Legislative Decree, to contribute to the enhancement of energy supply security and protection the environment through the reduction of gas emissions a greenhouse effect, establishes a framework of measures aimed at improving cost efficiency of energy end-uses and benefits. For these purposes, the decree: a) defines the indicative objectives, mechanisms, incentives and the institutional, financial and legal framework necessary to eliminate the barriers and imperfections existing on the market that hinder an efficient end use of energy; b) creates the conditions for the development and promotion of a energy services market and the provision of other measures improvement of energy efficiency for end users.
The decree applies: to suppliers of efficiency improvement measures energy, energy distributors, system operators distribution and retail energy sales companies; to final customers; and to the Armed Forces and the Finance Police, limited to Chapter IV of Title II. The decree does not apply to businesses operating in the categories of activity referred to in Annex I of the Directive 2003/87/EC of the European Parliament and Council.
