Abstract
This Law sets out a package of measures promoting the green economy and the use of natural resources. It amends legislation in force covering a broad range of areas in the field of environmental protection, including: environmental impact assessment (amendments to rules on EIA are laid down to simplify the procedure); waste management; environmental liability; remediation of contaminated sites; sustainable mobility; green public procurement; marine conservation; water, energy and soil protection. The law contains rules promoting recycling and waste reduction, for instance through tax incentives for citizens and the best-performing municipalities. The reuse, reparation and exchange of goods are also encouraged. Companies which produce, market and sell or purchase goods made with recycled materials may receive government subsidies. Particular attention is given to hydrogeological risks and river basin management: a special fund for the demolition of illegal buildings in risk areas is created. A fund for the removal of asbestos from public buildings will also be established and tax credits will be available for companies that invest in removing asbestos. New marine protected areas will also be created. Moreover, a Natural Capital Committee is set up. This committee will draft an annual report on the state of natural capital and ecosystem services in Italy (art. 67).
