Abstract
This Regional Act makes provision on the production and placing on the market of plant and plant products as well as in matter of phytosanitary surveillance. The present provisions nevertheless shall not apply to: (a) production or marketing of seeds and plants intended for reforestation; (b) activities relating to seeds; (c) production or marketing of vine propagating material.
In accordance with article 2, the production of plants or parts of plants as well as the wholesale of plants, parts of plants or seeds shall be subject to the prior issuance of a special authorization by the Regional Agency for the Environmental Protection of Tuscany (ARPAT). Furthermore, the latter shall provide for the setting up of the Regional Register of Producers referred to in article 4 and shall also carry out phytosanitary checks. With a view to preventing the spreading of pests, the President of the Regional Council may at any time it deems it appropriate or necessary lay down quarantine measures by Ordinance (art. 9). Articles 11 to 13 concern the application of penalties, including the suspension and the withdrawal of the above-mentioned authorization.
