Abstract
The Lazio Regional Law No. 17 of 2 May 1995 establishes a comprehensive framework for the protection of wildlife and the regulated management of hunting activities. Its primary aim is to safeguard biodiversity and restore ecological balance through rational land use and sustainable exploitation of natural resources. The law prohibits bird trapping, mammal capture, and the collection of eggs or nests, while allowing scientific research and bird ringing under strict authorization. It introduces the Regional Wildlife-Hunting Plan and provincial plans as key instruments for coordinating conservation, hunting regulation, and habitat improvement. These plans define protected areas such as oases, repopulation and capture zones, and public or private breeding centers for native species. Hunting is permitted only within designated territorial units (ATC) under controlled conditions based on scientific criteria. The law also regulates dog training zones, taxidermy practices, and establishes technical committees and observatories for fauna monitoring. Administrative responsibilities are shared between the Region and provinces, which oversee enforcement, habitat restoration, and monitoring. The law sets rules for hunting methods, including the use of firearms, falconry, and regulates the use of live decoys. It defines species and hunting periods, introduces measures for population control, and provides for compensation for agricultural damage caused by wildlife.
