Abstract
This Act provides for the establishment of the Office of Utilities Regulation and defines its powers and functions.
The functions of the Office shall be: (a) to regulate the provision of prescribed utility services by licensees of prescribed utility services or specified organizations; (b) to receive and process applications for a licence to provide a prescribed utility service and make such recommendations to the Minister in relation to the applications; (c) to conduct such research as it thinks necessary or desirable for the purposes of the performance of its functions under this Act. "Prescribed utility service" means a service a specified in the First Schedule to this Act and includes the provision of sewerage services and the supply or distribution of water.
