Fishery Resources Management Act.

The purpose of this Act is to contribute to the continuous development of fisheries and to the income growth of fisher by establishing plans for the management of fishery resources and efficiently managing fishery resources through the prescription of matters necessary for the protection, recovery, formation of fishery resources.
The Act requires the preparation of five-year master plans and annual implementation plans, supported by scientific investigations, resource evaluations, catch monitoring, information systems, and cooperation among government agencies, local authorities, research institutions, and international organizations. It also provides for marine ranches, marine forests, total allowable catches, and protected waters.
The Act regulates fishing activities through seasonal and area closures, prohibited fishing methods and gear, restrictions on fishing vessels, conservation of spawning fish and eggs, fishing prohibited zones, environmental protection measures, and enforcement provisions. It also promotes the use of environmentally friendly fishing gear and allows agreements among fishers for resource management.
The Act contains several provisions benefiting rural and coastal fishing communities by supporting fishers' organizations, community fisheries, local resource management, financial assistance during fishing suspensions or vessel reductions, research funding, subsidies, and participation of local governments and fishing communities in implementing fishery resource management measures.
