Abstract
The purpose of this Act is to prevent environmental pollution and environmental damages and to properly manage and preserve the environment through defining rights and duties of citizens and obligations of the State. The Act consists of 5 Chapters: General provisions (I); Establishment of environmental plans (II); Legislative and financial measures (III); Environmental Policy Committee (IV); Supplementary provisions (V).
The Government shall establish environmental standards. The Minister of Environment shall develop the comprehensive national environmental plan to preserve the environment. Contents of the plan are specified in the text. The Minister of Environment shall endeavor to propagate knowledge and information on environmental conservation to all citizens and to make information on the environment easily accessible to citizens. The State shall conduct strategic environmental impact assessment, environmental impact assessment, and small-scale environmental impact assessment in order to enable any plan and development project that have impacts on the environment to be developed and implemented in an environmentally sustainable manner.
The Act further provides for the establishment of the Central Environmental Policy Committee to deliberate and give advice on environmental preservation.
