Abstract
This Law has as its scope plant protection against pests, weeds and pathogens, is aimed at the conservation of crops and prevention of hazardous impact upon human health and environment in the process of carrying out phytosanitary arrangements. The Act consists of five Chapters divided into 21 articles: (1) general provisions; (2) state regulation; (3) state phytosanitary inspection; (4) plant protection requirements; (5) financing of plant protection arrangements. The main tasks of the state plant protection policy shall be: (a) to ensure food security; (b) to ensure favourable phytosanitary situation; (c) to prevent negative impact of pesticides on human health, pollution of agricultural crops and environment in the course of phytosanitary arrangements. Phytosanitary monitoring of hazardous pests and pathogens shall pertain to the state monopoly. The following activities shall be licensed: (a) import of pesticides; (b) manufacturing, trade and application of pesticides. To prevent the propagation of pests and pathogens natural and legal persons must: (a) carry out phytosanitary monitoring and phytosanitary arrangements; (b) comply with pesticides storage, transport and application terms and conditions; (c) render harmless pesticides; (d) register phytosanitary arrangements.
