Abstract
These Regulations, consisting of three Parts and eight Schedules, provide for requirements for waste disposal licensing, prescribed by the National Environmental Act, No. 47 of 1980. They establish that no person shall, discharge, deposit or emit waste into the environment or carry on any prescribed activity determined by an Order made under Section 23A of the National Environmental Act, No. 47 of 1980 in circumstances which may cause any pollution, otherwise than: under the Authority of a licence issued by the Central Environmental Authority; and in accordance with standards and criteria specified in Schedule I. Notwithstanding, anything contained in regulation 2, the Authority may, by a direction issued under regulation 12, impose more stringent standards and criteria than those specified in Schedule I hereto in respect of any prescribed activity, having regard to the need to protect the receiving environment. The Regulations are divided as follows: Issue of Environmental Protection License for Emission or Disposal of Waste (I); Issue of License for the Management of Waste (II); General (III).
