Abstract
The purpose of this Law is to lay down the provisions relating to the classification, packaging, labelling, notification of new chemical substances. The objective of the Law is to protect human health and the environment from potential risks which could arise from the intrinsic properties of chemical substances and preparations. It aims to establish restrictions on the placing on the market or use of certain chemical substances and preparations. There are provisions relating to the rights and duties of the producers, importers and other legal and natural persons as well as enterprises without the rights of a legal person which place on the market or otherwise handle chemical substances and preparations. Those involved with dangerous chemical substances must enter their properties into records and be readily accessible (art. 15). A register of dangerous chemical substances and preparations shall be established and approved by the government (art. 20). This Law establishes the general requirements for the supply of plant protection and biocidal products to the market and is applied to the extent that it is not regulated by the European Union regulations or decisions and the laws of the Republic of Lithuania establishing the regulation of the supply of plant protection and biocidal products to the market. Persons who manufacture, supply to the market, use and export chemicals and chemical mixtures, as well as persons who manufacture and supply products to the market, are responsible for the implementation of the requirements for the management of chemical substances and chemical mixtures set forth in this Law. Advertising of hazardous chemicals or chemical mixtures is prohibited if the hazard classes or categories of the hazardous chemicals are not presented. Manufacturers, importers, downstream users, including chemical mixture preparers, and distributors who supply to the market and use chemical substances or chemical mixtures must manage their accounting in accordance with the accounting requirements for chemical substances and chemical mixtures agreed with the Minister of Health and established by the Minister of the Environment.
