Abstract
The Law regulates the circulation of fertilizers. The purpose of the Law is to protect consumers of fertilizers and growing media from the use of poor quality fertilizers and substrates, which are dangerous to human and animal health and to the environment, as well as to ensure identical requirements for natural and legal persons who perform activities with fertilizers and substrates. The Law further provides for the registration of fertilizers and substrates, monitoring and control of their circulation. This Law shall not apply to: (1) sewage sludge if such is used as a fertilizer the use of which is regulated by laws and regulations regarding the use, monitoring and control of sewage sludge and its compost; (b) unprocessed organic fertilizers and unprocessed liming materials; and (c) fertilizers and substrates that are placed under any customs procedure, except for those fertilizers and substrates which are placed under the customs procedure - putting into free circulation. A producer of fertilizers and substrates shall assess the conformity of the quality of the fertilizer and substrate with the requirements laid down in laws and regulations regarding fertilizers and substrates at least once a year. Results of the self-monitoring shall be documented, registered and kept for at least three years. Data of the Register of producers, packers or importers of the fertilizers and substrate, and also information on the method for the production of fertilizers and substrates and raw materials shall be available to a restricted group of persons for the performance of their work duties.
