Abstract
Code of Natural Gas Networks establishes rules to ensure the management of efficient and transparent access to natural gas networks. This Code shall apply to points of interconnection between natural gas systems of the Republic of Moldova, the European Union Member States and the Contracting Parties to the Energy Community Treaty. This Code may be applied at points of entry or exit to third countries in accordance with the decision of the National Energy Regulatory Agency. This Code is applicable to all system operators and users of the system, including in connection with cross-border transactions. This Code establishes rules regarding: (a) operation of natural gas transmission and distribution networks; (b) ensuring interaction within the natural gas system; (c) data exchange with system operators, including transmission system operators (TSO) from neighboring countries; (d) operation of natural gas flows in natural gas networks, including through intersystem connections; (e) capacity allocation at intersystem connection points; and (f) ensuring balance in the natural gas system. Operation of natural gas networks is the responsibility of license holders for natural gas transmission and distribution. Natural gas quality parameters are necessarily specified in existing agreements at the interconnection point and natural gas supply contracts.
