Government Decision No. HG39/2026 approving the Sanitary Regulation on recycled plastic materials and objects intended to come into contact with food products.

This Regulation governs recycled plastic materials and articles intended to come into contact with food products. It lays down requirements for the placing on the market and use of recycled plastic materials and articles and establishes rules concerning recycling technologies, recycling processes, decontamination processes, recycling systems and related operations. It defines the categories of materials, facilities, operators and activities covered by the Regulation and sets conditions applicable to the production and use of recycled plastic intended for contact with food products.
The Regulation establishes requirements for the collection, sorting, preprocessing, decontamination and post-processing of plastic waste used in recycling processes. It provides rules regarding the quality and origin of feedstock, operation of recycling and decontamination facilities, use of recycled plastic, and operation of recycling systems. It further regulates documentation, declarations of conformity, labelling and traceability requirements applicable to recycled plastic and materials and articles manufactured from it.
The Regulation provides for monitoring and reporting of contamination levels, procedures relating to the authorization and operation of recycling facilities, and requirements for compliance verification. It establishes obligations concerning record-keeping, conformity documentation and quality assurance systems, and sets out provisions on official controls, inspections and measures applicable in cases of non-compliance.
