Government Decision No. HG6/2025 validating Simplified Requirements for the activity of small food producers and the amendments to the Government Decision no. 643/2003 on the approval of the Methodological Norms and the criteria for the classification of tourist reception structures with accommodation and catering functions.

General requirements regarding the activity of small food producers establish: (a) simplified hygiene requirements, based on good practices, for production premises, machinery and equipment for processing and handling food products, for their processing and distribution processes, as well as for the personnel involved in their handling; and (b) small quantities of products of animal and non-animal origin delivered directly or sold at retail to final consumers or commercial units. Small producer shall be intended a legal entity or natural person with the legal organizational form of individual enterprise or rural household or with independent activity represented by agricultural producers and livestock breeders who produce and carry out direct or retail sales of food products in small quantities to the final consumer, to retail trade units or to public catering units. Small food producers who sell foodstuffs in retail outlets must ensure that the products obtained and sold to the final consumer do not pose a risk to public health and that all the conditions established by these Requirements are met, relating to: (a) labelling requirements; (b) ensuring traceability; (c) safety requirements for raw materials and finished products; (d) control of water potability; (e) personnel training; (d) health control; (e) elimination of pests (insects, rodents, birds, etc.); (f) waste disposal; (g) maintenance and hygiene of premises and equipment; and (h) application of good hygiene practice procedures, based on the principles of food safety, established by the good practice guides or, where appropriate, preliminary procedures, taking into account the type of unit, production capacity and the specifics of the unit.
