Abstract
This Law establishes general hygiene requirements applicable to food products and regulates the obligations of food business operators at all stages of production, processing and distribution of food products, including import and export activities. It sets out requirements concerning food hygiene, the application of procedures based on Hazard Analysis and Critical Control Points (HACCP) principles, the use of national and international guides to good practice, and the responsibilities of operators in relation to compliance with food hygiene requirements. The Law also defines the functions of the National Food Safety Agency in relation to hygiene measures, official controls and the approval of guides to good practice.
The Law regulates hygiene requirements for primary production and associated operations and establishes obligations relating to the prevention of contamination, the use of water, feed, veterinary medicinal products, plant protection products and biocides, as well as record-keeping and documentation requirements. It contains provisions on the preparation, approval, publication and updating of national guides to good hygiene practice and guides for the application of HACCP principles.
The Law sets out hygiene requirements applicable to food establishments, facilities and equipment, mobile food units, transport operations, waste management, water supply, personnel hygiene, food handling, packaging and thermal treatment of food products. It regulates conditions applicable to the storage, transport and import of food products and establishes requirements concerning training, authorization or registration of food business operators, and cooperation with official control authorities.
It regulates official supervision and control of compliance with food hygiene requirements and contains final provisions concerning implementation and alignment with specified European Union food hygiene legislation. It also includes derogations and simplified requirements applicable to certain categories of food business operators and activities.

This Law enters into force six months after the date of its publication in the Official Gazette. Certain amendments enter into force on 30 November 2027.
