Abstract
This Government Decree implements Regulation (EC) No. 854/2004 of the European Parliament and of the Council laying down specific rules for the organization of official controls on products of animal origin intended for human consumption, Regulation (EC) No. 882/2004 of the European Parliament and of the Council on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules, Commission Regulation (EC) No. 2074/2005 laying down implementing measures for certain products under Regulation (EC) No. 853/2004 of the European Parliament and of the Council and for the organization of official controls under Regulation (EC) No. 854/2004 of the European Parliament and of the Council and Regulation (EC) No. 882/2004 of the European Parliament and of the Council, derogating from Regulation (EC) No. 852/2004 of the European Parliament and of the Council and amending Regulations (EC) No. 853/2004 and (EC) No. 854/2004 and Commission Regulation (EC) No. 1663/2006 amending Regulation (EC) No. 854/2004 of the European Parliament and of the Council laying down specific rules for the organization of official controls on products of animal origin intended for human consumption. Veterinary and Sanitary Regulation on organization of specific official control of foodstuffs of animal origin establishes the procedure for the organization and conduct of specific official control of products of animal origin and verification of compliance with the requirements for animal feeds, food products of animal origin, and the health and welfare of animal, of economic agents performing food processing activities. National Food Safety Agency: (a) organizes the official control of fresh meat in accordance with the provisions of this Veterinary and Sanitary Regulation; (b) ensures that it has sufficient official personnel to carry out official controls at the frequency prescribed by this Veterinary Regulations; (c) on the basis of a risk analysis, assesses and establishes the necessary number of trained personnel, which should be present on the slaughter line of any slaughterhouse; (d) authorizes staff working in the slaughterhouse to perform, under the supervision of an authorized free practicing veterinarian, certain special duties for official control in the production of poultry and lagomorphs in accordance with this Veterinary and Sanitary Regulation; (e) ensures that the personnel performing the control responsibilities have the appropriate qualifications and training, acts independently of the personnel at the workplace, reports any violation to the authorized freely practicing veterinarian; (f) authorizes the staff working in the slaughterhouse to perform special duties for the selection and examination of samples in accordance with this Veterinary and Sanitary Regulation; and (g) must ensure that authorized free veterinary practitioners and veterinary technicians have the appropriate qualifications and training provided for in this Veterinary and Sanitary Regulation. Imported lots of foodstuffs of animal origin must be accompanied by veterinary and sanitary certificate. It establishes frequency of official inspections of foodstuffs of animal origin and application of HACCP at slaughterhouses.
